User No Longer Getting Workflow Mailer Email Notifications

On 12.1.3 version, workflow mailer
A user is no longer getting Workflow Mailer email notifications for all modules Expense Reports, Timecards, and PO Requisitions.
The user was set up in Oracle to approve timecards, expense reports, and PO Requisitions. The user has been changed to "contingent worker" status, and has not been receiving Workflow Mailer Email Notifications since and cannot figure out why. All notifications appear in the users worklist in the main Oracle log in page, but no mailers being received.
Expect to get email notifications.
The issue can be reproduced at will with the following steps:
1. User set up in Oracle to approve timecards, expense reports, and PO Requisitions.
2. User has been changed to "contingent worker" status, and has not been receiving Workflow Mailer Email Notifications.
3. All notifications are appearing in his worklist in the main Oracle log in page, but no email notifications received.
The issue has the following business impact:
Due to this issue, the user cannot receive workflow email notifications.
