Symptoms
On : 12.2.5 version, Accounting
When attempting to run PRC: Create Accounting
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Projects Responsibility
2. Submit Request PRC: Create Accounting with Transfer to GL Flag as Yes
3. Validate if Budget Transactions successfully transfer to GL
