ACTUAL BEHAVIOR

Business event oracle.apps.qot.events.quote.create_quote.post is not firing while creating the quote
EXPECTED BEHAVIOR
-----------------------
After saving the quote, you should see a message on the Quoting HTML UI
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Subscribe to business event: "oracle.apps.qot.events.quote.create_quote.post" by mapping a custom pl/sql api
2. Login to Quoting using OAF based responsibility
3. Create a new Quote
4. After saving the quote, you will not see any message appear on the UI
