12.2.6 APP-FND-01564: ORACLE error 1000 in inctcw (Doc ID 2449678.1)

Symptoms

On :  12.2.6 version, Inventory Transactions

Inventory Transaction worker error and terminates the Transaction manager .
Issue started after application of patch 27913724:R12.OWF.C, ISG Consolidated Patch for Release 12.2 (18_2_2)
User can submit records in small batches , issue appears when the number of records to process in interface table are more than 1000.

ERROR

APP-FND-01564: ORACLE error 1000 in inctcw

Cause: inctcw failed due to ORA-01000: maximum open cursors exceeded
ORA-06512: at "APPS.FND_MESSAGE", line 536
ORA-06512: at "APPS.FND_MESSAGE", line 576
ORA-06512: at "APPS.FND_MESSAGE", line 665
ORA-06512: at "APPS.FND_MESSAGE", line 777
ORA-06512: at "APPS.FND_MESSAGE", line 752.


STEPS

The issue can be reproduced at will with the following steps:
Load data into the interface table
Launch the Interface managers


BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, user will not be able to process any inventory transactions
Issue is in UAT instance and is impacting the testing process
