Sales Order Booking Fails Using API (Doc ID 2449705.1)

When a sales order line status is changed from "Entered" status to "Fulfilled" status, using "oe_order_pub.process_order" API, why is the following error being returned ?

 "You are not allowed to update Subscription Service".
