Approver Shopping Cart Does Not Display the Requisition Lines

In Oracle iProcurement, Release 12.1.3, after the approver user clicks the Edit Requisition link from the requisition approval notification, the Approver Shopping Cart page does not show any of the requisition lines.
It is expected that the requisition line information will be displayed on the Approval Shopping Cart page.
Due to this issue, the approver cannot see the requisition line details and the requisition cannot be edited.
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications as the approver user.
2. Open the requisition approval notification from the worklist.
3. On the Purchase Requisition notification page, it is seen that there are requisition lines existing. Click the Edit Requisition link.
4. On the Approver Shopping Cart page, it shows "No results found" instead of showing the requisition line(s) from the notification page.
