Cannot Select Value Type 'Constant' When Creating Accounting Derivation Rule after applying patch 25318171 (Doc ID 2450633.1)

Symptoms

On : 12.1.3 version, Setup

ACTUAL BEHAVIOR
---------------
Cannot select value type 'Constant' when creating Accounting Derivation Rule

Recommended patch 25318171 has been installed in the R12.1.3 instance but the following problem occurs:

When creating an Account Derivation Rule condition, the setup should be the below:
Source: Transaction Distribution GL Account
Segment: XXXX
Operator: !=
Value Type: Constant
Value: 20300

However, for Value Type the only option in the drop down list is  "Source" and not "Constant".
