12c BI Publisher Enterprise Scheduler 'Manage Report Jobs' Time Range Year List Of Values (LOV) Defaults To Year 3000 Instead Of Current Year 2018

Symptoms
Business Intelligence Publisher 12c, Enterprise Scheduler related issues
BI Publisher 12c "Manage Report Jobs" time range defaults to year 3000 instead of current year (2018).
When viewing jobs within a time frame, the start time and end time drop down LOV display shows year 3000 as the default.
Year defaulted should be the current year, and not the year 3000.
The issue can be reproduced at will with the following steps:
1. Go to report job history view.
2. Drop down for start and end time selection defaults to year 3000
