XML Publisher Report Default Layout Format Is RTF But Default Output Format Set To PDF Or EXCEL Already

Symptoms
On : 12.1.3 version, Submit report on Report Submission Form, Click Options, the default layout format for the template is RTF. But the default output type have been set in template to PDF or EXCEL.
The issue is reproduced with the below steps.
1. Log in XML publisher Administrator
2. Define template for XML Publisher Report
3. Set default output type to 'EXCEL' or 'PDF'
4. Switch to the responsibility which XML publisher report will run
5. Submit XML publisher report
6. click on 'Options', the default layout format for the template is 'RTF'.
Due to this issue, users have to select the layout format manually every time they run the report.
