Why Is It Required To Enter The Serial Numbers For Repair Orders Created For Items Serialized 'At Sales Order Issue' And Quantity>1? (Doc ID 2451287.1)

When creating a repair order with quantity=1 for an item that is serialized "At sales order issue", the system saves it without any messages.
But when creating a repair order with quantity>1 for same item, the following message is displayed:
"Draft repair order will be created. Enter the serial numbers using Capture Serial Numbers option from Tools Menu."

Why is it required to enter the serial numbers in this case?
