On : 12.1.3 version, API Issues

ACTUAL BEHAVIOR
---------------
For a dual UOM controlled item, Default or No Default, with deviations allowed, the quantity passed in to the gme_api_pub.create_material_txn API for secondary_transaction_quantity is not being used. Instead, the secondary quantity is being calculated from the transaction quantity and the UOM conversion.

EXPECTED BEHAVIOR
-----------------------
APi code should accept passed in value for secondary quantity if it's within deviation.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. run gme_api_pub.create_material_txn API
2. Check the data in MMT.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use this API for items with deviation setup and passing in a secondary quantity different from the standard conversion.
