User's Responsibilities Remain Disabled Occasionally After Enabled Them (Doc ID 2452350.1)

In EBS 12.2.4, using API FND_USER_PKG to update user and responsibilities, occasionally, the responsibilities remain disabled.

The issue could be reproduce with the following steps:
1. Use fnd_user_pkg.UpdateUser to disable a user, e.g. <USER_NAME>

2. Use fnd_user_pkg.addresp to disable the reps of the user <USER_NAME>

3. Use fnd_user_pkg.UpdateUser to enable the user <USER_NAME>.

4. Use fnd_user_pkg.addresp to enable the responsibilities of <USER_NAME>.


The WF_DEFERRED queue has poor performance to process events.
