When GTM Transaction Involved Parties are not matching with License Level Involved Parties, still the License is auto assigned to the Transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a License.
2. Add Involved Parties to the license. (Particular Party Sites)
License Line is defined with Product Classification matching formula.
3. Created a Sales Order Line in EBS.
4. Through Integration the GTM Transaction are created.
The Involved Parties in the Transaction are not matching with License Level Involved Parties.
Still the License is auto assigned to the Transaction.
