"Printable View" Option Is Not Available In PO Actions LOV For Supplier Users (Doc ID 2454432.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Supplier user is not able to see the "Printable View" option in the Action LOV (list of values) when opening a Purchase Order (PO) document.

EXPECTED BEHAVIOR
-----------------------
User is expecting to see the action in the LOV, in order to export the PO information in PDF format.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with responsibilities Procure to Pay OR Full Access (supplier user)
2. Go to Orders tab.
3. Click on any purchase order.
4. Go to Actions LOV drop down list.
5. The "Printable View" option is not available
