Can't Start OPMN In EBS12.1.3 By "Communication error with the OPMN server local port" (Doc ID 2454711.1)

Symptoms

When trying to start the Application tier processes, we see the following error in "adopmnctl.txt":

10/02/18-14:52:27 :: adopmnctl.sh: Starting Oracle Process Manager (OPMN)

RCV: No such file or directory
Communication error with the OPMN server local port.
Check the OPMN log files

RCV: Invalid argument
