Unable To Cancel Requisition Lines Via Requisition Change Request - There Is Not An Error Message

In Web IProcurement, user is trying to cancel some Requisition lines, however, after submitting the Change, the Requisitions are not getting cancelled and error does not occur that is presented to the user.
The issue is not occurring for all requisition lines the user tries to cancel.
STEPS TO REPRODUCE
1. User navigates to My Requisitions via iProcurement
2. User chooses Change option for available requisition line(s) and selects the Cancel option and submits the change request
3. Error does not occur and it appears from iProcurement the process went through correctly
4. The change request workflow (POREQCHA) completes without error but the cancel request is not sent to the Buyer for acceptance. It appears to have been automatically Rejected.
