ACTUAL BEHAVIOR
---------------
After upgrade from 12.1.1 to 12.1.3 Order Lines are Priced based on the Secondary UOM (Unit of Measure) instead of using the Primary UOM.
EXPECTED BEHAVIOR

Pricing should be based on the Primary UOM.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Sales Order
2. Enter a new Line.
3. Price is calculated based on the Secondary UOM.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Lines priced based on Secondary UOM instead of Primary UOM.
