Employee With Future End Date Is Not Included In Scoring Summary (Doc ID 2457967.1)

In Oracle Sourcing, Release 12.1.3, a user who has been assigned an effective end date (person record and FND User record) in the future.
The users has entered scoring for an RFQ, but the user's name and scores are not appearing on the Scores or Scores Summary page.

Due to this issue, the Sourcing team cannot see the full scores on the sourcing negotiations.

Steps To Reproduce

The issue can be reproduced at will with the following steps in Oracle Sourcing:
1. Create RFQ and include requirements/scoring, and add multiple team members to the negotiation header.
2. For one of the users (members), set an effective end date on the HR person form and the FND user form.
3. Each user then enters their scoring on the RFQ.
4. The RFQ Scores and Scores Summary pages do not show scores for the user who has the future end-date.

It is expected that the RFQ Scores will include the user who is still an current employee but has a future end date assigned.
