After Setting SEC_CASE_SENSITIVE_LOGON to TRUE, AFPASSWD Fails With Error "Error in password verification for APPS"

Symptoms
On : 12.2.5 version, Basic SysAdmin functions, maintenance
After setting the value of SEC_CASE_SENSITIVE_LOGON, AFPASSWD is failing with the following error:

Enter the ORACLE password of Application Object Library 'APPSUSER':
Connected successfully to APPS.
Error in password verification for APPS
AFPASSWD completed with errors.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set database parameter SEC_CASE_SENSITIVE_LOGON to true
2. Attempt a password change using FNDCPASS and it fails.
Note:
After setting the database parameter SEC_CASE_SENSITIVE_LOGON to true, all of the following occurs:
- no username/password combination can be used for logon,
- also the passwords cannot be changed by FNDCPASS/AFPASSWD,
- and they can logon to EBS Homepage, but cannot open forms, so cannot create users from Users form
If SEC_CASE_SENSITIVE_LOGON parameter is set to FALSE everything is fine and the users are able to use the application.
