Symptoms

ACTUAL BEHAVIOR
---------------
When trying to activate an offer with a product that does not below to the product category for which budget was created, the offer cannot be activated

EXPECTED BEHAVIOR
-----------------------

Expect to be able to activate offers for products that don't belong to the product category for which budget was created.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set the profile "OZF: Validate market and product eligibility between object & budget" to "Customer Strict Product Strict"
2. Create a fixed budget with a budget category.
3. Now create an offer with a product, that does not below to the product category for which budget was created.
4. Attach the budget to the offer.
5. Try to activate the offer.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot approve the budget requests.
