New Override Address Also Sending Emails From Old Override Address (Doc ID 2459314.1)

Symptoms

On 12.2.3 version, Workflow Mailer

ACTUAL BEHAVIOR
Set the override email address for the workflow mailer, but when sent a test email to user 'TESTUSER', the email is sent to 'testuser@test.com'). it sends not only to the override address 'testuser@test.com', but also to the 'bestuser.test.com' address as well.  Why the emails are sent to both addresses and not only the one override address?

EXPECTED BEHAVIOR
Expect the mailer to only send email notifications to the single user for for the override address: testuser@test.com

The issue can be reproduced at will with the following steps:
1. Change the workflow mailer override address.

The issue has the following business impact:
Due to this issue, the override address is sending notifications to two users.
