Release Action History Pointing to Different User After Retroactive Price Update Of Purchasing Documents Program (Doc ID 2459886.1)

Blanket Purchase Agreement (BPA) was created and approved by User A and Release was created and approved by User A
Unit Price of BPA was changed by User B
Concurrent “Retroactive Price Update of Purchasing Documents Program “ was perfomed by User B
After update the unit price in release, Action History shows that the action was performed By User A. But it was actually performed by User B as this user changed the unit price in BPA and performed Concurrent “Retroactive Price Update of Purchasing Documents Program”

Why does the action history show User A and not User B ?
