Slow performance when upgrading from 11.5.10.2 to 12.2 when oklbpdis4.sql , OKLAELSEQ.sql, OKLACESEQ.sql, OKLUPGACCS.sql scripts are running

The issue can be reproduced at will with the following steps:
1. Upgrade from 11.5.10.2 to 12.2
2. Observe oklbpdis4.sql,OKLAELSEQ.sql, OKLACESEQ.sql, OKLUPGACCS.sql  scripts are running long
