ACTUAL BEHAVIOR

After adding start body/end body tags, Conditional region code doesn't seem to be functioning. Customer had a PO print template where the XML file has many blank PO pages. These are pages that were suppressed in the original PDF, but they still leave a track in the XMl file. Customer was able to fix this by putting a condition region over the area and only showing if the document number was > zero. This worked fine. Then customer added the start body and end body tags to create a header and footer for the report. It all works great, except that the blank pages are showing now. It seems to be ignoring the conditional region.

The issue can be reproduced at will with the following steps:
1. XML files contains blank POs
2. Add Conditional Formatting to ignore blank POs
3. Add body tags for header and footer

Due to this issue, users cannot ignore blank Orders
