CLM : Withdrawn Award Modifications Blocking Line Number Reuse (Doc ID 2463798.1)

Symptoms

User created a mod for Award - for example to add new CLINs to an existing awards but used the wrong line type.  
Mod was rejected back to user to fix.  The mod was Withdrawn and when the user tried to create the lines correctly on a new mod the 
user received an error message that "Line number must be unique.".  
 
Line number exists on withdrawn award modification - any subsequent modification will not allow the use of line number as 
it returns Error: Line XXXX - Line number must be unique .  

Steps To Reproduce Example:
1. Create Award like ABC-01-A-0001
2. Create Modification like ABC-01-A-0001-C00002 which then has line_num_display 0002 withdrawn 

3. Update CLM Award Modification ABC-01-A-0001-C00003

4. The line num 0002 is being regenerated but the validation is throwing out error message - "Line number must be unique"
