Symptoms

On : 12.1.3 version, Service Request Form

ACTUAL BEHAVIOR
---------------
Using personalizations/customizations trying to change the Service Request form > Charges tab > Bill To subtab > Bill To Address LOV record group but unable to do any changes on that item.

EXPECTED BEHAVIOR
-----------------------
Able to change the LOV record group

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using personalizations/customizations try to change Service Request form > Charges tab > Bill To subtab > Bill To Address LOV record group
2. LOV is not changed
