PO Output For Communication Has Performance Issue For Large Blanket Purchase Agreements (Doc ID 2464504.1)

Actual Behavior
PO Output for Communication program (POXPOPDF) is having performance issues when it is run for large Blanket Purchase Agreements (having around 50K+ Lines). It takes hours (3+) to complete.

Expected Behavior
PO Output for Communication program should not take much more time to complete when running for large BPAs

Steps to Reproduce:
 1. Navigate to Purchasing responsibility > Purchase Orders > Purchase orders
 2. Open a Blanket Purchase Agreement (BPA) which has large number of Lines (i.e.: 50K+ lines)
 3. Modify that BPA
 4. Then submit it for approval
 5. Once BPA is approved, PO Output for Communication program is automatically launched and runs for hours before it completes
 6. Tkprof of costly sql shows figures similar to the following:

    SELECT fl.file_name, fl.file_data
    FROM fnd_attached_docs_form_vl fav, fnd_lobs fl
    WHERE ((fav.pk1_value=:1 AND fav.entity_name  ='PO_HEADERS')
    OR (fav.pk1_value = (SELECT vendor_id FROM po_headers_all WHERE po_header_id=:2 )
    AND ...

Note - Issue can also occur launching PO Output for Communication program (POXPOPDF) manually for large BPAs
