Package WSMPLBMI Having Performance Issue After Database Upgrade To 12c (Doc ID 2464677.1)

Symptoms

After upgrading database from 11.2.0.3 to 12.1.0.2 ,  there was severe performance issue on package- ""WSMPLBMI.movetransaction"".

This is also seen in the WIP product on package wipmovvb.pls.

On 11g database the same package is completing in 2-3 mins where as on upgraded environment it took 45 mins to complete.
