Goal

Increase the performance of EGO_ITEM_PUB.PROCESS_ITEMS after upgrading from 11i to R12.2.6

Using EGO_ITEM_PUB.PROCESS_ITEMS, to create 17,000 to 170 organizations is taking 7 hours for 1 item
