Payroll Elements Names displayed in Arabic - Payslip Page (Logged in as English)

The behavior is dependent upon the session language using which the "Saudi Payroll Archiver" concurrent program is run.

For e.g. if we run the concurrent program "Saudi Payroll Archiver" logged in as Arabic login, the payslips will show the element names in arabic, irrespective of the session login for payslip self-service function.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Run the Saudi Payroll Archiver while logged in the Arabic instance
2. Logout and log back in the English instance
3. Navigate to the self-service payslip page for an employee
