Symptoms

Concurrent Processes are erring with Maximum Open Cursors Exceeded

ORACLE error 1000 in AFPRSR

Cause: AFPRSR failed due to ORA-01000: maximum open cursors exceeded
ORA-06512: at "APPS.FND_CONC_PRIVATE_UTILS", line 132
.

The SQL statement being executed at the time of the error was: SELECT R.Conc_Login_Id
ORA-01000: maximum open cursors exceeded

Routine AFPPRD has encountered a fatal error. ORA-01000: maximum open cursors exceeded


Contact your system administrator or support representative.

Shutting down Concurrent Manager : DD-MON-YYYY HH:HH:HH

Cause: AFPRSR failed due to ORA-01000: maximum open cursors exceeded

Cause: FDPSTP failed due to ORA-01000: maximum open cursors exceeded

OR

ORA-06512: at "APPS.PAY_BALANCE_PKG", line 6251
ORA-01000: maximum open cursors exceeded

APP-FND-01564: ORACLE error 1000 in AFPGRG

Cause: AFPGRG failed due to ORA-01000: maximum open cursors exceeded.



STEPS
The issue can be reproduced at will with the following steps:

1. Applied Patch R12.HR_PF.C.delta.12 or Patch R12.HR_PF.B.delta.11
2. Execute concurrent program, now the previously working program no longer works
