After Migrating to EBS in the Cloud (OCI), Workflow Builder Cannot Connect to the Database Due to Error ORA-12660 (Doc ID 2466262.1)

Symptoms

On : 12.1.3 version, Workflow Background Engine

When attempting to use Workflow builder to connect to EBS in the cloud which uses plugable,
the following error occurs.

RDBMS version 12.1.0.2

ERROR
-----------------------
1700: Could not connect with username/password '<rac_accnt>/<rac_accnt_pswd>@<db>' ('ORA-12660: Encryption or crypto-check summing parameters incompatible').


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Migrate EBS to OCI
2. Install WF Builder in the client
3. Try to connect to the database
