Purchase Orders Not Transmitted Via OSN- Stuck In Collaboration Messaging (Doc ID 2466707.1)

Symptoms

When user is  attempting to communicate Purchase Order (PO) to the supplier using B2B, the following error occurs:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create punchout Requisition
2. Convert it as PO and approve it.
3. The new document it is not communicating to supplier

Note: The issue started after the upgraded to 18B.
