How can one select this order level modifier manually on the header of an Order/Quote?

Created a couple of new modifiers. The modifiers are Discount Type. They are set to the Order Level.
Pricing Phase is All Lines Adjustments. No Incompatibility Group is specified.
When one goes to an order and selects Actions > View Adjustments from the header,
none of the modifiers are available for selection in the Modifier No LOV.
How can one select this order level modifier from the List of Values (LOV)?
