Symptoms

ACTUAL BEHAVIOR
---------------
Unable to Search Custom iStore Permission in CRM HTML Admin UI

Permission name (as an example):
   XXIBE_VIEW_ATP

This happened after removing permission from JTF_SYSTEM_ADMIN_ROLE.

EXPECTED BEHAVIOR
-----------------------
Admin User should be able to see the permission and assign it to other Roles.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to EBS with CRM HTML Administrator resp
2. Settings > Access Controls > Roles
3. Query, Permission, for example:  XXIBE_VIEW_ATP
See.. "No Records Found" message.
4. From SQL (below), you confirmed that record still exists in DB:
