R12: Error In Processing Refund Transaction when running the PCard Transactions Validation Program (Doc ID 2468105.1)

Symptoms

On : 12.1.3 version, Procurement Card

When running the PCard Transactions Validation Program and trying to process a PCard refund transaction for a terminated employee, whose final process date is in the future and valid, the program generates error:
a.
...
REP-1419: 'beforereport': PL/SQL program aborted.
REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
...

b. The FND logs displays the detailed error:
...
  APP-SQLAP-10000: ORA-01422: exact fetch returns more than requested number of rows ORA-01403: no data found occurred in
  VALIDATE with parameters (&PARAMETERS) while performing the following operation:
  Get default code comb from latest terminated employee assignment:30907"
...


STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
1. Run the PCard Transactions Validation Program to o process a PCard refund transaction for a terminated employee
2. Error is generated both in the output file and the FND Logs.
