When attempting to run the Patch Impact Analysis report for APAC Add-on Localizations <Patch 23616864> the following error occurs:

'Downloading patches for bug: 23616864

User has not specified any codeline for the patch 23616864
Found the following patch(es) on My Oracle Support:
 Branchline: p23616864_R12.CLA.C_R12_GENERIC.zip
 Customer's onsite codeline : R12.CLA.
  Customer's codeline does not match
  Ignoring download of patch p23616864_R12.CLA.C_R12_GENERIC.zip
 Branchline: p23616864_R12.CLA.B_R12_GENERIC.zip
 Customer's onsite codeline : R12.CLA.
  Customer's codeline does not match
  Ignoring download of patch p23616864_R12.CLA.B_R12_GENERIC.zip

 WARNING: No patches found for bug: 23616864
ERROR: No patches found for the patch list: 23616864'


The issue can be reproduced at will with the following steps:
1. Login to EBS as sysadmin
2. Navigate to OAM -> Site Manager -> Patch Wizard -> Recommend/Analyze Patches
3. Check "Analyze Specific Patches" and enter patch number 23616864
3. Click OK button for analysis
