After applying R12.ATG_PF.C.Delta.6, Workflow Mailer is Not Starting due to Error FRAMEWORK_USER=Unable to Make a Connection (Doc ID 2468556.1)

On : 12.2.5 version, Workflow Mailer

Workflow Mailer is not coming up and Agent listeners in Unavailable state

Could not handle the control event -> oracle.apps.fnd.cp.gsc.SvcComponentContainerException: Could not start component; performing rollback -> oracle.apps.fnd.cp.gsc.SvcComponentException: Validation failed for the following parameters -> {FRAMEWORK_USER=Unable to make a connection with the user and responsibility}.

The connection test from command line was executed:
$AFJVAPRG -classpath $AF_CLASSPATH -Ddbcfile=$FND_SECURE/$TWO_TASK.dbc -Durl=http://<HOSTNAME>.<DOMAINNAME>:<PORT> -Dappuser=0 -Dappresp=20420 -Dappid=1 -Dhtp=http -Durltimeout=120 -Dlogfile=HttpTtest.log

It returned the following error which indicates that the connection to the application server cannot be established:
[Oct 15, 2018 6:25:41 AM CDT]:1539602741492:-1:-1:<HOSTNAME>.<DOMAINNAME>:<IP=XX.XX.XX.XXX>:-1:-1:1:20420:SYSADMIN(0):-1:Thread[main,5,main]:<IP=XX.XX.XX.XXX>:46852:1539602741319:0:PROCEDURE:[], int, int, int): END createSession failed -> {ICX_SESSION_CREATION_FAILED, userid=0


The issue can be reproduced at will with the following steps:
a. Workflow Administrator web Applications Responsibility
b. Workflow Manager
c. Click on the Notification Mailers icon
d. Click on Workflow Notification Mailers link


 R12.ATG_PF.C.Delta.7 patch 2469068024744399:R12.FND.C was applied
