Negative Onhand Quantity Showing Up Under "Receiving" Node On Material Workbench (Doc ID 2469189.1)

On : 12.1.3 version, Onhand and Availability

ACTUAL BEHAVIOR
---------------
Negative on-hand balance showing up in "Receiving" folder on Material Workbench
Put-away MUST never allow to do put-away a higher quantity than 'Receipt Quantity'. This created negative on-hand in "Receiving" folder.

EXPECTED BEHAVIOR
-----------------------
Its abnormal to see negative onhand in "Receiving" Node for IR/ISO that is completely delivered.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Material Workbench > Query qty -99999 to 0 > Check Receiving (checkbox) > Shows qty -17
