Getting XHUB-260 Error when the PO is sent over OSN (Doc ID 2469600.1)

Symptoms

On : 12.1.3 version, Trading Partner Admin UI

POs are getting error-ed out when the PO is sent over OSN with below error:-

ERROR

XHUB-260,"HTTP POST Failure (Negative cXML Response: Code=401, Text=Unauthorized. )  
XHUB-260,"HTTP POST Failure (Negative cXML Response: Code=400, Text=/cXML/Request/OrderRequest/ItemOut. ) 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Purchase Orders from EBS - Purchasing 
2. Purchase Orders are sent through OSN  
3. OSN Monitor shows the above error and these POs are not sent to suppliers
