"Organization" HR Field Is Not Accepting Non-numeric Character In The Portuguese Version (Doc ID 2469891.1)

Symptoms

On : 12.1.3 version, Orgs,Jobs,Locs,Positions etc

 "Organization" HR Field is not accepting non-numeric character in the Portuguese version

When trying to change the employee organization already registered in HR, it presents error ORA-01858 stating that a non-numeric character was found. This occurs only in the Portuguese language, in English we can change normally.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. XX HR SuperUser > People > Enter and Maintain
2. Search for employee > Assignment > Enter Organization name V661 - Tl.
3. The error is reported. Error: ORA-01858: a non-numeric character was found where a numeric value was expected.

Due to this issue, users cannot complete changes to a person record.
