XML FPS File Rejected By HMRC Because Hours Worked Tag Missing For Some Employees (Doc ID 2471028.1)

Symptoms

ACTUAL BEHAVIOR
---------------
HMRC has rejected a test-in-live XML FPS message submitted as the file includes three employees for whom the file was missing (or ) entries before their entry.

It is expected that the FPS process to error if there are (as in this case) any data (or other) errors that prevent the XML file produced being accepted by HMRC and report the employees for which issues are found.

One of the employees had two PAYE aggregated assignments. The first, with a status of Terminate Assignment since 27-Jan-2018 and the second active from 27-Jan-2018.

Both assignments are on the same payroll, paid monthly. There was no taxable (or other) pay this month for the first assignment.
 

STEPS

The issue can be reproduced at will with the following steps:
1. Using UK HRMS Manager Responsibility
2. Run XML FPS
3. Upload to HMRC
