R12: Unexpected Errors In Project - Procurement Tab

Symptoms
In an existing project, when the user tries to open the Procurement TAB, the system is showing error:
ERROR 1
-----------
"Project Procurement cannot proceed because Procurement setup on the project is incomplete. Enable collaborative Project Procurement Planning and specify a GL calendar and Period Type for Demand Bucketing and try again."
After enabling the option "Enable Collaborative Project Procurement Planning", when navigating to Procurement Plan, a new error is shown.
ERROR 2
-----------
"You have encountered an unexpected error. Please contact System Administrator for assistance."
Error detail: JBO-27122: SQL error during statement preparation
