UK Pay: SL1/SL2 Incorrect Totals When Uploading XML File

Information in this document applies to any platform.
When uploading the SL2 file received from HMRC the output results do not match.
The Total XML records processed shows a figure that is not the same as the number of employees in the file i.e the file contains 13 records -
Total XML Records Processed = 7
Records Updated (inc Multi Assignment) = 12
Total XML Records Not Processed =1
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1.Retrieve an SL1 or SL2 file
2.Upload the file in Validate and Commit
