R12: Error "Budget cannot be entered at this task" When Update Forecast Cost Budget For Project (Doc ID 2472291.1)

Symptoms

The budget entry method is Top Task, Lowest Task
The top task has a budget entered in another budget version and it has a sub task.
The sub-task also has a lower task under it.

When the user is trying to add budget for any of these tasks, the following error messages are displayed:

Budget cannot be entered at this top task. A budget has been entered at a lowest task under this top task. Budget entry is restricted to top task or lowest task.
Budget cannot be entered at this task. Budget entry is restricted to top task or lowest task.
Budget cannot be entered at this lowest task. A budget has been entered at the top task of this lowest task. Budget entry is restricted to top task or lowest task.
