Symptoms

On : 12.2.7 version, AD UTILITIES

FND_FLEX_XML_PUBLISHER_APIS is an invalid package after upgrading to 12.2.7

We upgraded an system from 12.1.3 to 12.2.7.

After the upgrade the FND_FLEX_XML_PUBLISHER_APIS is an invalid package.

If compliing it as
alter package FND_FLEX_XML_PUBLISHER_APIS compile body;

Receive this error:
"LINE/COL ERROR

143/10 PLS-00323: subprogram or cursor 'PROCESS_KFF_COMBINATION_1' is
  declared in a package specification and must be defined in the
  package body

This is the version info:

The issue can be reproduced at will with the following steps:
1. Upgraded Oracle E-Business Suite from 12.1.3 to 12.2.7.
