Symptoms
When attempting to add the Grade Step to an employee, the following error occurs:
ERROR

APP-PER-289225: Invalid Assignment.
You are trying to create a placement for an assignment that already has a placement.
Please change the assignment id or update the current record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using HRMS Superuser responsibility
2. Navigate to People > Enter and Maintain
3. Date Track to 19-MAy-2018 > Query an employee
4. Go to Assignment > Others > Grade step
5. Enter Grade step > Get error
