How To Creat a server.crt For Non ECC customer? (Doc ID 2473161.1)

Goal

Following below note to test TLS in our EBS R12.1.3:
Enabling TLS in Oracle E-Business Suite Release 12.1 (Doc ID 376700.1)

Currently, I come to "5.2.1 Configure your environment: Step 3".

As this is testing phase, I'm not planning to approach certificate authority (CA) for the "SHA-2 signed PKI certificates". I'd like a self-signed cert for this testing.

For selfsigned cert, I only saw below contents regarding "ECC customers":

For selfsigned ECC cert, Create a server.crt using below command
openssl req -x509 -sha256 -days 365 -key server.key -in server.csr -out server.crt
For selfsigned cert server.crt and ca.crt are same , So make a copy of server.crt as ca.crt:

Q1: What is ECC customers? Shall we use ECC? Any positive or negative for it?
Q2: If not use ECC, how to generate selfsigned cert for this testing.
