R12 Duplicate Expenditures Imported in from OTL to Projects (Doc ID 2473289.1)

Symptoms

On : 12.1.3 version, Labor Costing Flow

Duplicate entries are created on importing the timecard details from the OTL to Projects.
Program : PRC: Transaction Import
Transaction Source: Oracle Time and Labor

Expenditure Item Ids are different in expenditure inquiry in Projects but are for the same timecard.

NOTE:  Records are coming in from a custom source.
