When Applying 12.2 Unified Patch June, XLIFFLoader.class Failed for ESA Language (Doc ID 2473417.1)

Symptoms

On : 12.2.6 version, Asset Management

When attempting to apply Patch 27460142:R12.OKL.C - OLFM : 12.2 UNIFIED PATCH - JUN 2018 for ESA lanaguage, it failed with the following:
